Joe Holley, MD, FACEP

Medical Director

With over 20 years experience, Dr. Joe Holley is the State EMS Medical Director for Tennessee, as well as the Medical Director for Memphis and Shelby County Fire Departments and Tennessee Task Force One: Federal Emergency Management Agency (FEMA) Urban Search and Rescue (USAR) team. He has been deployed over 20 times to such events as 9/11 at the Pentagon, Hurricanes Katrina, Gustav, and Ike, among many others. Due to this extensive experience, he now is the Medical Unit Leader for FEMA’s Incident Support Team. Dr. Holley has extensive experience in EMS, including specialty areas such as Confined Space, Motorsports, and Event services. He currently serves multiple private EMS systems in West Tennessee, making him the most active EMS Medical Director in Tennessee. In addition, he is a member of the Eagles Consortium, comprised of the EMS Medical Directors of the nations largest municipalities. J. Harold Logan, BPS, EMT-P/IC

Chief Operating Officer

He is a 30-year veteran of fire-based EMS. For 25 years he served as an Emergency Medical Service (EMS) Officer for the Memphis Fire Department in an administration capacity, specializing in EMS, Emergency Management, quality improvement, and education. He’s a nationally known author with regular publications in EMS Magazine, Journal of Emergency Medical Services, Firehouse, and other trade journals. Jim has also lent his experience and talents to several emergency service industry text books as continuing author and technical writer.

Jim is an EMS instructor coordinator and fire instructor for the state of Tennessee and the National Fire Academy in Emmitsburg, MD. He holds a bachelor’s degree in health and safety from the University of Memphis. In addition to his work in Emergency Services, he currently serves on faculty with Christian Brothers University with its Physician Assistant Program. For more than a decade, Jim has also served as a rescue/medical specialist and a medical coordinator for FEMA’s Tennessee Task Force One Urban Search and Rescue Team.

Jim has been cited several distinctions in his career with multiple awards for Merit and Life Saving. His highest achievement to date was an industry award for innovation in education. In 2010 he was noted as one of the 10 most innovative individuals in Emergency Medical Services and was honored with the JEMS10 Award by the Journal of Emergency Medical Services as EMS Innovator of the Year.

Operations Manager

Billie Coppedge is the Operations Manager for Paragon Medical Group.
With a master’s degree in Instruction and Curriculum Leadership, she has
a robust background in education as well as medical device sales,
marketing, and training. Billie’s passion for quality education is unequaled,
and Paragon is pleased to have Billie Coppedge managing our daily operations, course planning, logistics, and delivery.

ATERF
The funding agency for Arkansas to develop their statewide Trauma system. ATERF contracted with Paragon to provide their mass-casualty training throughout the state.
